If a person refuses to submit to a blood, breath, or urine test, the officer reports this as a refusal. Under Colorado law, a person driving in the State of Colorado is deemed to have consented to taking a chemical test when a law enforcement officer has reasonable suspicion or probable cause to believe the person is driving under the Influence of alcohol or drugs, drunk driving, DUI or DWAI.
